Rename group Manage:Workspace to Manage:Organization

As discussed in this issue, we propose to name the new remote development offering workspace. To avoid confusion about responsibilities across GitLab, and also on the customer side, the group name for the current team Manage:Workspace should be adjusted to reflect that. Here we propose to name the team Manage:Organization instead. #14254 (closed)
