Update Kushal Pandya to Interim EM

Why is this change being made?

This MR adds Kushal as the Interim EM for groupproduct planning and updates his team.yml entry and reporting structure.

Line Management Changes

As of this change, five ICs will report to Kushal, forming the basis of the Product Planning team. Kushal will report to me. A backfill to replace Kushal's IC role is anticipated to happen within a 1-2 month time-frame. This is likely to be a frontend hire, as the distribution of specialisms leaves only one frontend engineer on the team currently.

The four remaining ICs currently in the Product Planning & Certify team will continue to report to me until the new Certify team is formed. The due date for this is 1st September.

Day-to-day changes

Work will continue on %15.4 as planned. By the end of this milestone the current team will be split into two distinct groups and work will be planned separately for each. Following the merging of this MR, the next priority will be to form the Certify team with all required roles and final scope defined.

The PM for Product Planning will be @amandarueda, who starts on 16th September. @mushakov will continue to act in the mean time.

Longer term changes

Certify will be a separate team that inherits team-members from the former Product Planning & Certify team and the Project Management team. It will also inherit some scope from Project Management that aligns with the team-members being transferred and creates, across the stage, greater focus for the three groups. This plan may change but this represents the current state.
