Move ChatOps to Ecosystem:Integrations

Why is this change being made?

Following the discussion in gitlab-org/gitlab#10875 (comment 968411692) this issue proposes to move the ChatOps category from Configure to Ecosystem:Integrations.

5. Get approval from @david on the MR
6. Merge the MR
