[L&R] - ReSend License to another contact

We were working on an escalation for this issue. In short, it was to send the license to another contact, not the main contact in customers dot but in the same org.
I was wondering about the best way to proceed with this considering:
- Is it ok to post the license in an issue (confidential) in plain text.
- When we generate a report or similar with account information we always encrypt the file and send it for example in a ZD ticket and the password by another different method.
The License app will allow the license to be sent again but only to the account owner.
To my knowledge there is no workflow for this case and in that case:
- Should we continue as we're working on this so we can document it ( point 1 )?
- Is the SM license a file that is appropriate to share internally within GitLab?
