Incident Contributing Factors: Add Planned Maintenance Event

I wanted to add planned maintenance as a contributing factor; because until we get to implementing gitlab-com/gl-infra/production-engineering#27445 (closed) this is probably a good enough starting point when closing off incidents created during change requests.

Two commits:

• chore: Add comments and break up the contributing factors for easier parsing
• chore: Add planned maintenance event as contributing factor
