fix: upscale from self 3d error ratio recording rule
fix: non-upscaled 3d error ratio
The transformation for aggregation sets to generate the 3d error ratio rule is currently not returning any data.
This is caused by the account for missing numerator expression not
having enough labels from aggregationFilterExpr.
