This MR adds uptime graphs to the CustomersDot Grafana dashboards. There are gathered under the Fulfillment Platform stage group page.

There graphs are using metrics provided by exporters which have been recently setup. Note that the Postgres exporter is still being setup and metrics related to this exporter will be added to Grafana in a future MR.
