feat: update pagerduty template

What

Update the default firing in details to use the same message a slack rather then having it in note

Why

Both firing and notes are showing similar information, and since we started group alerts by service this shows a lot of duplicate information that is not useful.

Use our own custom template since it filters some labels like !4723 (merged) and drops other some annotations.
