Use global feature category rules in recording

This switches to using the globally recorded feature category metrics rather than the sources on prometheus.

This is needed, because we intend to record these for other SLI-components as well based on the gitlab_component_*-key metrics. and we'll aggregate those globally in !3452 (merged)
