Cut two Unreleased entries to the changelog standard

The [Unreleased] section becomes the v1.4.0 release body, so its entries are release notes. Two of the five ran past a lead sentence and two of why, while three obeyed that shape, which would have published the compress-on-the-way-in ruling beside an entry that had not.

Cut to the standard: the index-row type-size entry, and the release-page entry that ran to five paragraphs. The section goes from 806 words to 477.

Nothing is lost. Both entries' load-bearing reasoning already sits in the source it describes, and that was checked before the cut rather than after: the type-size rationale in the header of design/patterns/disclosure-index.css, and the tag-body transport, the three refusals and why --cleanup=whitespace is load-bearing in the headers of scripts/tag-release.sh and scripts/release-notes.sh.

The dated ## [1.3.0] section is untouched. It carries figures we would not publish today, and rewriting a shipped entry to tidy the past is the thing the ruling forbids.

Found by reading the release body before tagging rather than after, which is now a pre-tag step: just release-notes refuses on the un-renamed heading, and the section it would have emitted is what surfaced this.
