Bring the content-path plate onto the diagram kit and load clipboard.js from the site's build

What does this MR do and why?

I want the reference's own files to meet the rules it sets for every site. Two did not:

  • content-path.svg predates the diagram kit and failed retoken.py --check. It is redrawn at width 960 on the kit's grid, ids, type stacks and accessible name. It keeps the same five boxes, four connectors and labels.
  • The site layout linked clipboard.js by an absolute, unversioned URL on the live site. It now uses the BASE_URL path its Phosphor stylesheet already uses, which needs no version because the site is the thing being released. scripts/sync-versions.sh only rewrites design/v<tag>/ links, so nothing it reads changes, and the templates keep their pins.

Test plan

  • just guard, just validate, just check, just build and just agent pass.
  • retoken.py --check reports 47 counts on content-path.svg before and none after; the 8 kit templates stay clean.
  • The guide that shows the plate renders the same boxes, labels and caption at 1440 in light and dark.
  • The built home page links /public-sector/reference/design/js/clipboard.js, and site/dist/design/js/clipboard.js exists.
  • Not tested: the rendered plate in Safari or Firefox.
  • Known limit, unchanged: the lab chrome README and the usage comment in clipboard.js still show the unversioned design/js/clipboard.js form as the documented default.
