Add a log-scale bars template to the diagram kit
What does this MR do and why?
I want the kit to draw quantities that span orders of magnitude, because a guide whose size comparison was built from the layers primitive had no template to start from. logbars.svg draws one bar per row on a log10 axis with labeled decade ticks from 1 KB to 10 GB, the name above each bar and the value beside it. METHOD.md gives the bar length, x = 112 * log10(value / min) rounded to the 4px grid, and a budget of six rows. The README lists the template.

Test plan
-
just guard,just validate,just check,just buildandjust agentpass: 21 standards passed, 0 failed, 61 pages built. -
retoken.py --checkreportslogbars.svgclean, as it doeslayers.svg. - The docs template's plate sanitizer removes 0 nodes from
logbars.svg: rootsvg, nothing removed. - Rendered light and dark at 390 and 1440: 4 renders, every label legible, one accent element.
- At 390 the frame opens on the axis start and the two shortest bars with their values; the three longest values are a scroll away, as in every 960 plate.
- Not tested: Safari, Firefox.
