Stop using double hyphens and em-dashes as dashes in prose

What does this MR do and why?

I want the reference's prose free of double-hyphen and em-dash dashes, because the authoring rules still offered a double hyphen as the fix for an em-dash. AGENTS.md, the voice README, the lab template's AGENTS.md and the MR checklist now ask for a rewrite. The sweep rewrites each such sentence with a comma, colon, semicolon or parentheses, wording unchanged. The vale job turns NonStandardHyphens back on, still allowed to fail.

Test plan

  • just guard, just validate, just check (21 passed), just build (61 pages) and just agent pass.
  • Spaced double hyphens: 452 before, 211 after. Em-dashes: 245 before, 70 after. The rest are code and its comments, fences, past changelog entries, licence text and empty table cells.
  • vale NonStandardHyphens on the CI paths: 93 hits before, 0 after.
  • Not tested: the CI vale job itself.
  • Known limit: the vale rule does not flag a double hyphen.
