Span markdown tables in docs chrome articles across the column

What does this MR do and why?

I want markdown tables as wide as the figure plate, because with no width rule they take their content width. article table now takes the width: 100% that standards-table carries. The scroll rule at 720px and below is unchanged.

Test plan

  • just guard, just validate, just check, just build, just agent and lightningcss pass.
  • Article tables filling the column: 8 of 18 at 1440 and 13 at 1010 before, 18 of 18 after.
  • Only short markdown tables change: 10 at 1440, 5 at 1010. Table widths at 390 are identical.
  • 70 pages fit at 390, 721, 1010 and 1440.
  • Not tested: Safari, Firefox.
  • Known limit, unchanged: above 720px an unbreakable URL in a cell still widens the page.
