feat(renovate): read comment-above annotations in .gitlab-ci.yml

!195 (merged) added a manager for NAME: "value" # renovate: datasource=X depName=Y lines in .gitlab-ci.yml. gitlab-com/public-sector/gitlab-contribution and gitlab-com/public-sector/gitlab-simulation put that comment on its own line above the variable, so nothing extracts their JUST_VERSION and SHELLCHECK_VERSION.

This adds a second matchString to the same manager for that shape. It is as strict as the first: spaces and tabs only within a line, exactly one newline between comment and variable, a double-quoted value, and the # first on its line.

A local dry run with this branch's preset:

  • extracts casey/just 1.40.0 and koalaman/shellcheck 0.11.0 in both skill repos
  • extracts the same dependencies as main in gitlab-com/public-sector/utilities/postern and gitlab-com/public-sector/kaniko

The local run has no GitHub token, so it skips the lookups. With the production token, each skill repo should get one MR, casey/just to 1.58.0; shellcheck 0.11.0 is already the latest release.
