Refreshes the vendored skills from gitlab-org/ai/skills c5272c9 to fa1eed0, run by just vendor-sync with the pinned skillspector. All ten declared skills still exist upstream.

  • glab: new CI pipelines and decision-log references, rewritten mr-review.md and SKILL.md.
  • gitlab-babysit-mr: reworked pipeline watching and reporting, pipeline_status.sh updated.
  • commit-messages: issue references become full URLs.
  • gitlab-pipeline-watch, stack-changes: wording and usage notes.
  • glab-glql, gitlab-mr-description, mr-review, mr-adversarial-review, gitlab-psql: stamp only. The gitlab-psql patch still applies.

Scan: five findings above informational. Four carry over from the earlier review. One is new, accepted as row 29: glab mr-review.md passes --yes to a draft publish. scan-accept.yml is re-pinned.

Routes cite skills by name, so none breaks. just vendor-check and just ci pass.
