Remove hardcoded text from OneTrust Warning component

This MR removes the hardcoded content for our One Trust Warning block and moves it into a JSON file. Putting it in a JSON file allows us to integrate with our continuous translation service, Argo, at a later date.

In a future MR, I will add fr-fr/de-de/ja-jp data once it is available. Hoping to get to that next week!
