Move Support Uploader documentation to internal handbook
Step 1: What is changing in this MR?
As per gitlab-com/support/support-team-meta#5441 (closed), this removes the public documentation. It's moved to the internal handbook in https://gitlab.com/internal-handbook/internal-handbook.gitlab.io/-/merge_requests/3541
