Remove public documentation and stop non-required usage of Support Uploader

Need
The Support Uploader is a constant pain point, both in tickets (see list in this comment) and in interactions between Support and Ops: 1, 2, 3
I recently learned that we only have the Support Uploader due to a contractual obligation with a single customer, and that any usage outside of that is only provided as a courtesy. That came as a surprise to me, because looking at our public facing page https://about.gitlab.com/support/providing-large-files/ it seems like something that we want everyone to use.
Approach
Knowing that, I'd suggest we remove this public facing documentation for it, and stop using it for any customers where it's not contractually obligated. Instead we can focus on improving the https://about.gitlab.com/support/providing-large-files/#other-methods section.
This might sound snippy or like I'm trolling to make a point – but I genuinely think this might be a better overall outcome for all parties involved: Support, Ops, customers.

Less frustration with large files.
