Announce incident in fixed slack channel

Craig Furman requested to merge craigf/declare-in-fixed-channel into master

Default to announcing in the same channel the slash command is invoked in (the old behavior).

Link to announcement channel in slash-command-invoking channel, and page IMOC/CMOC with that announcement channel link.
