Add rules for the GitLab Private project

Resolves https://gitlab.com/gitlab-com/gl-infra/gitlab-private/team/-/issues/46

1. All issues should have ~"team::GitLab Private" label
2. Issues with team-tasks label should not have labels other than team label applied.
3. Should inform about component:: labels unless already applied and if workflow-infraIn Progress exists
4. If workflow-infraIn Progress issue is open for longer than 7 days without any updates, apply workflow-infraStalled
