Add Scalability board grooming task

Sean McGivern requested to merge add-scalability-grooming-cadence into master

This needs a new pipeline schedule, daily. For simplicity I just made a new directory and a new env var required. The policies in scalability-daily can then decide which days they want to create issues on.

Closes scalability#110 (closed).
