!11 (merged) had a bug where comments were posted even on issues that shouldn't have gotten a comment.

In addition to that, this meant that every run would add a comment because of an incorrect check as seen in https://gitlab.com/gitlab-com/gl-infra/triage-ops/pipelines/109190214 and https://gitlab.com/gitlab-com/gl-infra/triage-ops/pipelines/109185919

This should no longer be the case.
