Move issue templates for gitaly operations from 'gl-infra/production' to 'gl-infra/reliability'

Moving the issue templates from gl-infra/production to gl-infra/reliability as they are inherently reliability operations and also this avoids creating some unnecessary/duplicate issues in reliability project.
