2022-03-01 file-cny-02 fails to deploy

Current Status
This incident was caused because we did not clean up a file server. Earlier today there had been a production incident where the Gitaly OS upgrade had failed. We investigated a few alternatives and ended up creating an additional fileserver named file-cny-02 in order to test our hypothesis about why the upgrades had failed. Unfortunately we did not cleanup that server when we were done, and caused this incident.
