Research file-cny-01 upgrade failure

The OS upgrade on file-cny-01 failed. In this issue we are researching why the process (and rollback) failed when we had successfully tested these procedures on packertest.

Findings: We discovered that file-cny was not using the packer image. we have reason to believe that fixing this will avoid the issues we encountered on the first attempt.
