Does using the rails console import method from the template get around the application project import limit? - If yes, that's fine. Please close this issue.
- If no, then we need to look at the following points.

Investigate if the user experience will be different with this change. - With the current 5 GB limit, if you try to upload a file larger than 5 GB, does it immediately respond with a "you can't do that"?
- If yes and we change it to 10 GB, will it allow the upload but "silently" fail due to the CloudFlare limit?

If changing the limit to 10 GB doesn't change the user experience, then we should consider increasing it.

Increase limit to match project limit:
- Navigate to: https://gitlab.com/admin/application_settings/general
- Expand "Account and Limit"
- Change Maximum import size to 10240
