What

This MR defines a new release for Siphon and sets up a first instance of it within analytics-eventsdot-stg.

Why

This work is geared towards productionizing Siphon for CDC'ing Postgres data into ClickHouse. To that end, we're starting with setting up a producer-only setup to do initial tests.
