Make sure that bin/setup is runable

Jeroen van Baarsen requested to merge jvanbaarsen/gitlab-contributors:fix-bin-setup into master

Since this is an old project, some systems are not working, for example when you try to install the mysql2 gem version < 0.3.14 it will fail on ruby 2.x.

Also it tried to setup the rails-contributors database instead of a gitlab-contributors database.
