Auto-Hide flow chart in TPRM Handbook

Why is this change being made?

Currently, linking to a specific section of our TPRM handbook page does not work precisely. For example, following this link to "Acceptable Third-Party Attestations" actually lands us higher in the page.

I believe this is due to how Mermaid Charts render in the handbook.

This MR hides the Mermaid Chart within a collapsible section, or at least it should. I'm not sure if mermaid charts can be collapsed in this manner, though I'm unsure how to test without merging this change.
