Fix broken internal link finance/expenses page

Why is this change being made?

The link for Navan End Users Guide in the https://handbook.gitlab.com/handbook/finance/expenses/#equipment is broken as it points to an internal link but the current links contains hanbook.gitlab.com/ and it leads to a 404 page.

You case see at screenshot, in the bottom left, once you hover over the link the url is wrong. It should not be

https://handbook.gitlab.com/handbook.gitlab.com/handbook/business-technology/enterprise-applications/guides/navan-expense-guide/

but

https://handbook.gitlab.com/handbook/business-technology/enterprise-applications/guides/navan-expense-guide/

I am creating a separate MR for this, instead of changing it here !9053 (merged), as changes in finance pages require different approvals.
