Add info about package partnerships

Why is this change being made?

This MR adds a new section to the GitLab handbook outlining the Package section's partnership strategy. The primary reasons for this addition are:

  • Clarity of Purpose: We want to communicate clearly that our partnership strategy is fundamentally driven by improving our users' experiences and workflows.
  • Strategic Focus: To highlight our key partnership focus areas, including workflow efficiency improvements, dependency firewall enhancements, and third-party integrations.
  • Transparency: To provide transparency about our criteria for evaluating potential partnerships, emphasizing user benefit and alignment with GitLab's overall strategy.
  • Encouraging Collaboration: We want to signal to potential partners our openness to collaborations that can bring value to our users, particularly in package management and related areas.
  • Alignment: We aim to ensure that all team members and stakeholders clearly understand our approach to partnerships in the Package section, promoting consistency in decision-making and communications.
