Updating PO exemption list

Why is this change being made?

The PO exemption list is being updated to eliminate purchases/contracts that should go through the Procurement process. This will help to reduce fraud and provide more control and review prior to a purchase requiring approval from Procurement, Legal and Security as necessary. This will also reduce the number of invoices that are received by AP for purchases that are made without prior approvals.
