Why is this change being made?

This MR is for the new handbook and replaces the old one, which was done in the old handbook.

Description of changes Commit
👉 The main change adds information about performing or triggering a reconciliation event that will retry the payment for the default card on file. A discussion in Slack about triggering QSR payment prompted this update. Add info about triggering a reconciliation
👉 Secondary changes are grammar fixes, updating the description and adding an overview to be more clear about what the reader will find on this page.
👉 Lastly, I restructured the workflow section to be a bit more readable for someone unfamiliar with QSR and the related workflows.		 Add overview, update description, restructure workflow section
