TPRM Handbook: Defining guidance on acceptable forms of third-party attestations

Why is this change being made?

We currently do not have guidance published on the acceptable forms of third party attestations and how they're leveraged in assessing third party risk. This MR defines what we deem as acceptable, and how we review these attestations to ensure coverage over our Security needs.

    • For high-priority company-wide announcements work with the internal communications team to post the update in #company-fyi and align on a plan to circulate in additional channels like the "While You Were Iterating" Newsletter
