Update E-Group Offsite Page

Why is this change being made?

Formalizes changes discussed at the E-Group Offsite and cleans up items that are out of date. A few callouts:

1. Details 3 meeting variants, in-person with board meeting, in-person without board meeting, and remote, and suggests a schedule for each
2. Introduces the concept of monthly check point
3. Details EBA responsibilities and access to some agenda content
4. Is clearer about the intentionality of unstructured time
5. Notes that meeting invites are the SSoT
6. Removes some exceptions for the functional leaders group--we haven't been using this group in these ways
