This swaps the content of the two index pages of the TeamOps page and the TeamOps Team pages.

The TeamOps page should have the overview of the tenets, and the TeamOps "team page" index page will eventually have the "About TeamOps" content that is "coming soon" per https://gitlab.com/gitlab-com/ceo-chief-of-staff-team/workplace/teamops-fy24-q2/-/issues/3
