Clarify that Red Team reports are "open to GitLab"

Why is this change being made?

This small change clarifies that Red Team reports are available internally, and are not restricted to just security. This is in line with our detailed description of how we deliver these reports at GitLab.

The output of a Red Team operation is valuable to everyone at GitLab, and we want to continue sharing these reports with all team members. Red Team reports do not contain the content of unresolved SIRT incidents, which are already specifically mentioned as "security only".

I believe the handbook wording I've removed here is just outdated, and was written before our team built the processes to deliver these reports.
