Add Section about Meeting Recordings and Summary to CSM EMEA Handbook Page

Why is this change being made?

There was a discussion in an issue about adding a section to the handbook on Meeting Recording/ Summary and how to communicate this to customers. This might be especially relevant when interacting with customers in the EMEA (DACH) region.

Author and Reviewer Checklist
