feat: add the code suggestion latency dashboard

Why is this change being made?

This adds the serverside latency dashboard created as part of https://gitlab.com/gitlab-com/gl-infra/scalability/-/issues/3550#note_1966793683 to the list of dashboards for code suggestions.

This will allow others to find this information if they need it
