Why is this change being made?

This code diff introduces a new process for creating and evolving service offerings. It outlines the steps involved in identifying the need for a new offering, creating the necessary documentation and tooling, and updating marketing and sales materials. The process also includes ongoing enablement sessions and tracking of delivery kit contributions and progress. Additionally, it provides a suggested workflow for evolving and iterating delivery kits, including identifying the need for an offering, custom scoping the service, creating and contributing to the delivery kit, and grooming and maintaining the maturity matrix.
