Add data storage considerations to product process
Why is this change being made?
As we continue to scale the GitLab product, it's important that data storage be considered during product feature development. We've seen multiple instances of scalability problems being worked by both the Database and Gitaly teams, and proactive thought during feature design would go a long way toward ensuring that we can continue to scale appropriately.
The goal of this MR is to introduce the idea of foundational requirements definitions into the product development process as a way to ensure we're thinking about a potential feature's data storage needs at the appropriate time.
