docs: update us public sector handbook page

Why is this change being made?

Two sections were changed:

• Vision - The vision statement was expanded to highlight the collaboration between the US Public Sector Services team and the wider Dedicated Group to ensure we are maintaining the highest engineering standards and leveraging our technical experts across teams to deliver efficient automated solutions that are able to be applied across Dedicated environments.
• Status update process - Updated to remove specific date/time direction for epic status updates as we have defined that within SaaS Platforms Project Management. This avoids future changes conflicting between SaaS Platforms and individual team level guidance.

  • Company: If the update affects all (or the majority of) GitLab team members, post an update in #whats-happening-at-gitlab linking to this MR
    • For high-priority company-wide announcements work with the internal communications team to post the update in #company-fyi and align on a plan to circulate in additional channels like the "While You Were Iterating" Newsletter
