Initial content for CSM EMEA handbook page

Why is this change being made?

💡 Provide a detailed answer to the question on why this change is being proposed, in accordance with our value of Transparency.

The EMEA handbook page of the CSM team is empty, and we want to start filling it with regional content, which is helpful to team members and new starters.

Was one of the topics for @manuel.kraft to cover while @mrleutz is on PTO. Worked with @manuel.kraft on the content as part of my onboarding to learn how to contribute to the handbook.
