Add a point to link recording to epics/issues.

Why is this change being made?

Follow up on gitlab-org/gitlab-design#2569 (comment 1916143623)

I think the videos should be part of the work and should fit in with epics/issues so that it helps support better storytelling for current initiatives and future people who may stumble upon the issue/epic.

Adding a point to encourage linking the recording of the UX forum to the related epic and/or issue as it would help with async communications around decisions and thoughts of the solution.
