Environment Automation Team page, Dedicated page clean up

Why is this change being made?

  1. The Dedicated Group contains three teams, Environment Automation is just one. The Environment Automation is the only Team without it's own Team page. This was proposed agreed in https://gitlab.com/gitlab-com/gl-infra/gitlab-dedicated/team/-/issues/4963+
  2. The Dedicated Group page contains several Environment Automation specific references
  3. The Dedicated Group page contains concepts no longer in use, such as "General Availability" or "Limited Availability" of Dedicated as a whole
    1. Happy to cherry-pick these changes out if it balloons the scope
  4. While not the EA Team page of my dreams, I'd love to get this broken out and make that distinction clear for everybody
