Draft: Update to RFH Process documentation

Bethany McGrew requested to merge bmcgrew-rfh-updates into main

Why is this change being made?

Updating the Request for help (RFH) help as I go through it the first time. I discovered one simple addition and will keep this MR open until my RFH is completed and update things as I go (If needed.). The why here is that since this is my first encounter with an RFH it will benefit to have a fresh set of eyes that haven't done the process to review and update stuff that was confusing, incorrect, etc as I go through it.
