Proposal for Threat Insights auto reporting

Why is this change being made?

This MR proposes some slight alterations to how we handle epics and issues while planning, and delivering, a milestone. These changes are to make it easier to track updates async across swimlanes and enables us to use https://gitlab.com/jayswain/automated-reporting to collate async updates.

The most significant individual impact of this proposal is the weekly async comment. This should be a standardisation of our existing approach, and the format and cadence follows the approach taken in Authorization.
