Update swag page to reflect shop downtime

Why is this change being made?

💡 This MR removes the old swag ordering process and adds a blurb letting visitors know that the swag shop will be down for a couple of weeks while we transition to Brilliant as our swag vendor. It also links to the FAQ issue here.
