Add Ethan Urie to the Secure Govern Decomposition Working Group as DRI for Secret Detection

Why is this change being made?

I'm adding myself as the DRI for the Secure: Secret Detection team to help move this initiative forward and keep our team's needs in mind. Additionally, I want to keep abreast of the changes being proposed so our team is aware and prepared.
